The goal is no longer to move to the cloud at all costs, but to adopt the right cloud services—public, private, hybrid, or multi-cloud—that best support an agency’s goals, data types, and operational requirements.
This shift also reflects the growing complexity of federal IT environments. Many agencies now rely on a blend of cloud providers to take advantage of different features, pricing models, and performance capabilities. Multi-cloud and hybrid strategies have become the norm rather than the exception. While this approach offers flexibility and resiliency, it also introduces new challenges around integration, visibility, cost management, and cybersecurity.
To be successful in this Cloud Smart era, agencies must develop comprehensive strategies that align technology with mission outcomes. That includes evaluating workloads before migrating, adopting robust governance frameworks, and building in security from the start. Cybersecurity remains a core pillar of Cloud Smart, with an emphasis on Zero Trust architecture, data protection, and adherence to standards such as FedRAMP and FISMA.
